AVERAGE I It is nice to watch Nami level up as a stronger person, fighting enemies. But, oh boy, her development, especially with her climate tact, is badly written. Oda is not convincing enough when writing about the ability of Usopp to engineer such a weapon. The basic formula of world-building is that if there is something out of the ordinary in our reality, the writer should explain that element good enough so we can accept the reality of the fiction we watch or read. For this point in Nami's weapon, it's just boring writing and can be said as deux ex machina.
