Levy really exposes Omar in this scene, even though it completely backfires. Omar tells Levy, “I ain’t never put my gun on no citizen,” but Levy replies with “You are feeding off the violence and the despair of the drug trade. You’re stealing from those who themselves are stealing the lifeblood from our city.”

Omar claims he’s different from drug dealers, but he still profits from the same system of violence and destruction, just in a different way. Drug dealers ruin the city by selling poison to people, and Omar literally makes his living by robbing them. He believes that as long as he only targets drug dealers and never harms innocent people, he’s not like the criminals he robs. But in reality, he’s not fixing anything. He’s just another player feeding off the chaos.

Omar always talks about “the game,” clearly treating it like a code he follows. But then he snitches, which isn’t how the game is played in the streets. That means Omar isn’t really following the same street code as others, he has his own code. He thinks testifying against drug dealers isn’t breaking the rules. Omar’s moral code is made just for him. It allows him to act like he’s better than other criminals. 

At the end of the day, Omar’s code is his own, not the one everyone else in the streets follows.
